Asas pemungutan pajak menurut Adam Smith (The Four Maxims of Taxation) :

Asas pemungutan pajak ke-1 (Smith’s Maxims of Taxation No.1) : “The subjects of every state ought to contribute towards the support of the government, as nearly as possible, in proportion to their respective abilities; that is, in proportion to the revenue which they respectively enjoy under the protection of the state”. Asas pemungutan pajak yang pertama adalah equality atau asas keseimbangan dengan kemampuan atau asas keadilan dimana negara tidak boleh diskriminatif terhadap wajib pajak. 

Asas pemungutan pajak ke-2 (Smith’s Maxims of Taxation No.2) : “The tax which each individual is bound to pay ought to be certain, and not arbitrary.  The time of payment, the manner of payment, the quantity to be paid, ought to be clear and plain to the contributor, and to every other person”. Asas yang kedua adalah certainty atau kepastian hukum. Pemungutan pajak oleh negara dilakukan sesuai dengan Undang-Undang sehingga bagi wajib pajak yang melanggar dapat dikenakan sanksi hukum.

Asas pemungutan pajak ke-3 (Smith’s Maxims of Taxation No.3) : “Every tax ought to be levied at the time, or in the manner, in which it is most likely to be convenient for the contributor to pay it”. Asas yang ketiga adalah convenience of payments atau asas pemungutan pajak yang tepat waktu.

Asas pemungutan pajak ke-4 (Smith’s Maxims of Taxation No.4) : “Every tax ought to be so contrived as both to take out and to keep out of the pockets of the people as little as possible, over and above what is brings into the public treasury of the state”. Asas yang keempat adalah efficiency atau asas ekonomis dimana biaya-biaya yang dikeluarkan dalam pemungutan pajak tidak boleh lebih besar dari pajak yang dipungut atau manfaat pajak yang diterima.
